This strategy is out of date and some of the information may be incorrect. It was written for the 3.3.0 patch (released 08 Dec 2009). The current patch is 3.3.2.

Abilities


Valanar
Kinetic Bomb
Summons a Kinetic Bomb. The bomb drifts toward the ground and explodes on contact. Direct damage is absorbed by the bomb and converted into energy, propelling the bomb higher in the air with each hit. Explodes on impact with the ground, inflicting 9900 to 12100 Physical damage to everyone within 50 yards and knocks them back 50 yards.

Shock Votex
Creates a vortex of swirling force near an enemy target that inflicts 7000 damage to all enemies within 12 yards and knocks them back.

Empowered Shock Vortex - 4.5 Second Cast - When Empowered
Creates force vortices on enemies within 30 yards, inflicting 7000 Physical damage and knocking enemies near the target away.

Taldaram
Glittering Sparks
Glittering sparks shoot from the caster's hands in a cone, burning enemies for 14820 Fire damage over 8 sec and reducing their movement speed by 20%.

Conjure Flame
Conjures a ball of flames that flies through the air toward the target and explodes on impact. Explode violently, inflicting a minimum of 10000 Fire damage to nearby enemies. Larger balls of flame deal additional damage based on size.

Empowered Conjure Flame
Conjures an empowered ball of flames that flies through the air toward the target and explodes on impact. As it moves, the ball of flames does Fire damage to nearby players and shrinks in size. Inflicts a minimum of 11,250 Fire damage to all nearby players within 15 yards. The more flames the balls discharges while traveling, the less damage on impact it will do.

Keleseth
Shadow Resonance
Summons a Dark Nucleus. The Nucleus channels Shadow Resonance into the nearest target within 15 yards. Shadow Resonance causes the target to suffer 1,000 Shadow damage every 3 seconds, and to take 35% less Shadow damage from all sources.

Shadow Lance
Inflicts 18,038 to 18,962 Shadow damage to his target.

Empowered Shadow Lance
Inflicts 90,188 to 94,812 Shadow damage to his target.

2 Physical and 1 Ranged tank are needed. You will probably need at least 8-9 players at range from Taldaram at all times to make sure he does not cast Conjure Flames on the melee.

Strategy

The key component to the Blood Council fight is Invocation of Blood. Only the Prince with Invocation of Blood is attackable and Invocation of Blood gives the Prince Empowered abilities. As Invocation of Blood jumps from one Prince to the next, DPS has to switch to continue to do damage. On the pull I believe Valanar always begins with the Invocation.

You will need 3 tanks, 2 physical and 1 ranged. The two physical tanks will pick up Valanar and Taldaram, while the ranged tank will pick up Keleseth.

The tanks should pull the 3 bosses slightly apart. Taldaram has a frontal cone ability so he should be faced away from the rest of the raid group. The other two don't matter so much. Ranged should stay spread out 12-15 yards for the entire fight. Melee will need to run between bosses to DPS.

For Valanar, the raid will need to always be on the lookout for Shock Vortex, which will look like a loop of electricity hovering above the ground. After a few seconds it will begin to explode every few seconds, dealing damage and knocking back anyone within 13 yards. Valanar also summons the Kinetic Bomb, which is a glowing orb that will be floating high above the battle. As time passes the bomb will slowly descend and if it reaches the ground, explode dealing damage and knocking back everyone within 50 yards. It is unclear how much damage will be required to keep the Bomb in the air, so there should be at least 1 person in charge of watching the bomb to make sure it doesn't touch down.
With Invocation of Blood, Valanar will cast Empowered Shock Vortex. It is a 4.5 second cast, so melee needs to quickly run away and spread out. At the end of the cast a Shock Vortex explodes on every player within 30 yards which knocks back and damages other players.

For Taldaram, ranged need to be sure to be spread out for Conjure Flame. When the flame reaches its target it will explode dealing damage to anyone within 15 yards. Because of this, Taldaram should be tanked facing away from but near the melee so that they are not targeted. He also has Glittering Sparks which is a frontal cone ability that leaves a DoT on players hit and slows them.
With Invocation of Blood, Taldaram will cast Empowered Conjure Flame, which will travel towards a target dealing damage to players it passes on the way. The more players it passes and deals damage to, the less damage it does when it explodes. If possible the player targeted should try to kite away, however the Conjured Flames move very quickly.

For Keleseth, the ranged tank will need to get a threat lead and then gather the Dark Nucleus around the room. The exact mechanic for gathering these is not clear but once they are acquired they seem simple to hold. As time passes the Nuclei damage themselves so more will need to be gathered so that the ranged tank always has 3+. These will reduce the Shadow Damage taken by the ranged tank, which is needed for living through Empowered Shadow Lance.

As long as people avoid damage when possible and quickly switch targets, the fight doesn't look overly difficult. The trick will be avoiding getting too many people hit by some of the AoE damage abilities (Empowered Shock Vortex, Empowered Conjure Flame).
